Program Description
MHS is seeking a qualified Vice President who is dedicated to providing parolee substance abuse case management and residential treatment services and wants to join our management team, serving female offenders and their families in the California Central Valley Region. The base office for this Vice President is in Fresno.

Position Description
Program Administrative Responsibilities:
Assures program contract compliance; monitors and supervises program objectives,
Monitors program operation, including performance outcome objectives,
Performs administrative supervision of all assigned programs; approves line staff hiring decisions; recommends Program Manager hiring; counsels with Program Managers regarding performance, disciplinary, and pay actions,
Ensures program budgetary compliance and prudent financial management,
Ensures compliance with MHS rules and policies; overall operational and administrative success of criminal justice programs.
Program Development Responsibilities:
Pursues new program opportunities; prepares RFP’s (Requests for Proposals),
Writes grants as necessary to capitalize on available grant funds.
Program Representation Responsibilities:
Attends community functions throughout San Diego County (and San Bernardino County when possible) in order to support and promote services offered by MHS programs, Authority:
Has the authority to hire line staff; can terminate line staff in consultation with Human Resources.
Recommends the hiring and termination of Program Managers; can suspend Program Managers.
Authorizes the purchase of expendables; purchases depreciable assets under $2,000 and over $2,000 with approval.
Gives approval of pay rates within standards; has the authority to initiate budget changes.
Recommends site locations and relocations.
Approves line staff evaluations; prepares Program Manager Evaluations for review with the MHS President

Education and Experience Requirements
Minimum of a Bachelor of Arts or a Bachelor of Sciences degree in social services, social work, or a related degree; Master’s level degree preferred.
A minimum of five years working in the field of delivery of substance abuse services and two years of supervisory/administrative experience may be substituted for the degree.
Eligibility for employment in the Criminal Justice Division requires satisfactory criminal background clearance, including conviction records.
